¡¡¡¡A Rehabilitation Center for Juvenile Delinquents

¡¡¡¡We all say that young people are the hope of a family¢Ÿthe future of our society. Yet due to a variety of factors some young people had lost their way and had became juvenile delinquents or even violated the law. On 26th February¢Ÿa new Juvenile Rehabilitation and Care Center£ŸJRC£ opened its doors to juvenile delinquents in needs in Beijing¡¯s Chongwen District. This is a large-scale rehabilitation and care center jointly set up by three District government departments¦Ÿthe District People¡¯s Court¢Ÿthe Police department and the Justice department. It is also the first systematic rehabilitation center for juveniles organized by district government departments in Beijing.

¡¡¡¡The main missions for the establishment of this Juvenile Rehabilitation and Care Center are to correct¢Ÿeducate and redeem juvenile delinquents and to prevent and reduce the number of young delinquents.

¡¡¡¡Guidance and supervision in society will be achieved through the rehabilitation center¢Ÿbecause it has professional mentors who have two job descriptions¦Ÿone being the mentor and helper of young delinquents¢Ÿthe other job is doing research work. In other words¢Ÿthe center has two main functions-mentoring and researching. Researches of young delinquents¡¯family status¢Ÿsocietal background as well as academic performances are being carried out¢Ÿwhich is done between the period after the young offender commit a crime and before sentencing. As for the function of help and education¢Ÿit would be done after the Court sentences a young offender to a set term of imprisonment or on probation¢Ÿor to serve sentence outside the prison under surveillance. After they return into society¢Ÿthe mentors would start to use indirect approaches to help and educate¢Ÿfor example through their teachers the mentor could find about their recent behavior and mentality¢Ÿthen armed with that knowledge the center could individually help them.

¡¡¡¡After the Police department decides to charge the juvenile offender¢Ÿit would go to the Procuratorate. When the case arrives at the Procuratorate the rehabilitation center would start its work. An inspector from the rehabilitation center would start the research work on this juvenile offender¡¯s social background¢Ÿfamily status¢Ÿthe youngster¡¯s normal behavior as well as his character and personality¢Ÿwhich could not only ensure the neutrality of information presented at court as well as the protecting of the rights of juvenile offenders but also provide specific details through more channels.
